In order to monitor and regulate pollution and other outstanding environmental issues, the DOE utilizes a licensing system to collect data on solid waste management and liquid waste management to improve on environmental planning in Belize. Apart from its regulatory functions of administering the Environmental Protection Act, its Amendments and Substantive Regulations, the DOE is responsible for the issuance of import and export permits and licenses. These licenses and permits include: License to Import Lead-Acid Batteries, Used Tires, ODS/halogenated gases, refrigeration/ air conditioning equipment and License to Export Scrap Metal and petroleum products.
Additionally, the DOE collects a $300.00 processing fee for the issuance of an annual effluent licence for industries that discharge wastewater or effluent.
Note: Payment for licenses can be made to the Government Treasury or Sub-Treasury in your district to account number: 23328/11718/120/15. All import applications must be accompanied by a Customs invoice.

Import/export of HCFCs (R22 and R141b) as per HCFC Quota System: BZE $300.00 per ton
Import/export of any other refrigerant (except HCFCs): BZE $100 per importation/exportation
Notice should be taken that effective 1st January, 2013, only authorized importers (as per HCFC Quota System) will be allowed to import/export HCFCs, namely, HCFC-22 and HCFC-141b. No other individual or company will be allowed to import/export HCFC refrigerants. However, any other company may import/export any other type of refrigerants (except HCFCs). For any import/export of refrigerants, a license must be first obtained from the Department of the Environment.

At the time of the application, the applicant needs to bring along a copy of the receipt to verify payment (applicable to first time applicants only). A copy of the commodity import invoice from the Customs Department is also required. Customers can receive their license within one day.

Kindly be advised that every year, refrigerant importers/exporters are required to register their companies (one time registration for calendar year).
